A laptop that says “plugged in, not charging” does not automatically need a new battery.
Start by identifying what the laptop recognizes when power is connected before assuming which part needs replacement.

The symptom pattern matters more than guessing a battery failure.
The laptop does not appear to recognize incoming power. Start with outlet, charger, cable, connector and power-input checks.
Start safe checks →External power is recognized, but the battery is not actively increasing charge. Wattage, limits, temperature, firmware or battery condition can matter.
See platform-specific states →The available power may be below what the laptop expects or much of it may be consumed by the system while in use.

Software, firmware, temperature and charging-limit features can also affect what the user sees.
PRM Level A evidence
That distinction prevents a customer symptom from being silently converted into a battery diagnosis.

These categories cannot be used to claim that a particular percentage of “not charging” complaints become bad batteries, charging ports or other component diagnoses because PRM has no validated appointment→repair join key.

Safe first checks
These steps stay outside the laptop and avoid destructive recovery or internal disassembly.
Test the outlet or power strip with another known-working device where practical.
A connector fitting—especially USB-C—does not guarantee the correct wattage or Power Delivery profile.
Stop if you see exposed wires, scorching, melting, bent/burned connectors or abnormal heat.
Reseat the charger at the laptop, adapter and wall connection where applicable.
Docks, external displays and USB devices can increase power demand.
Note whether the system says charging, slow charger, not charging, battery not detected or charge limited.
If the laptop otherwise works, use a standard restart before deeper firmware or recovery changes.
Normal behavior?
Modern battery-management systems can deliberately pause or limit charging.
Apple documents Optimized Battery Charging, charge limits and “Charging On Hold” behavior that can delay or limit charging without hardware failure.
ChromeOS Optimized Charging can hold supported devices around 80%, including Adaptive Charging and Charge Limit modes.
Microsoft documents Battery Limit around 50% and Smart Charging around 80% on supported Surface devices.
Power delivery
Charging requires enough incoming power for both what the laptop is consuming and additional energy going into the battery.
A power source can sometimes run the laptop while still being insufficient to charge it normally. Apple now explicitly labels low-delivery cases as “Slow Charger” on supported macOS versions, while Microsoft documents Surface states where power is present but insufficient for normal charging.
Dell likewise recommends confirming that BIOS correctly recognizes the AC adapter and its wattage; an adapter shown as unknown or the wrong wattage can be important evidence.
Connection clues
Possible investigation areas include cable damage, connector wear, debris, physical port damage or a loose connection. Do not keep forcing or bending the connector.
Not every USB-C port necessarily accepts charging input. Check the specific model documentation before treating the behavior as a failed port.
Active power consumption may be approaching or exceeding what the charger, cable or dock can provide.
This is a different state from an ordinary charging pause and generally warrants deeper battery/system diagnosis.
Platform-specific context
Dell recommends checking whether BIOS recognizes the connected AC adapter and its wattage. “Unknown,” absent or incorrect wattage can point toward an incompatible/faulty charger or connection issue.
Apple documents low-wattage charging, charging on hold, charge limits, battery-health management, temperature and high power usage as distinct possibilities.
Google recommends checking the charger, outlet and charging indication, allowing charging time, and using ChromeOS Diagnostics where supported.
Microsoft distinguishes plugged-in-not-charging, battery-not-detected, insufficient-power, Smart Charging and Battery Limit states.
Level B evidence
Customer language is useful for symptom design, but it remains separate from Level A repair data.
Battery was a separate Level B cluster with 23 appointments.
“Appointment data reflects issues customers selected or described before diagnosis. It should not be interpreted as technician-confirmed faults or completed repairs.”
There is no validated appointment→repair join key, so customer language such as “I think the problem is the charger port” cannot be promoted into a confirmed PRM diagnosis.
Battery or charging?
Start with charging / power-input diagnosis: adapter, cable, connector, USB-C power negotiation and input circuitry.
Consider incoming power, charging limits, temperature, battery condition, firmware/software and charging circuitry.
This belongs more strongly to battery-health/runtime intent.
Stop conditions
Raised trackpad, bulging bottom cover, chassis separation or visible swelling are reasons to stop use and charging.
Disconnect power if safe and stop using the equipment.
Extreme heat, melting, discoloration or smell should not be tested by repeated reconnecting.
Do not repeatedly connect power to see whether charging returns.
Avoid repeatedly forcing the cable into position; mechanical damage can become worse.
